Now, you'll wonder no more, because I've got the scoop! I saw someone go up there and I tried a bunch of times and couldn't figure out how! Finally, I clicked on the right thing! If you go on, next to Bear Boutique, there is a plant. under the plant is what looks like the plant bed, but is really a trampoline. The trampoline will propel you up to the top of the buildings!
